Manage project procurement processes in collaboration with technical and operations staff to assure the most reasonable, expeditious, and appropriate procurement choices are made.
Develop scope of work or technical specification of all procurement of goods/services, request for proposal/request for quotation, and conduct and lead bids solicitations, evaluations, selections, award, and implementation processes.
Ensure procurements are compliant pursuant to DAI’s Field Operations Manual and with USAID regulations.
Oversee procurement and inventory documentation, maintaining well-organized, updated, and completed files in soft and hard copy.
Manage purchase orders to ensure the deliverable and payments comply with the terms and conditions and Paani and USAID regulations.
Serve as the procurement reviewer in the TAMIS Pro workflow, monitoring the progress of approvals in TAMIS and following up on any pending approvals.
Maintain a pipeline that tracks status of current procurements and future procurements.
Provide procurement guideline/advice to Paani team whenever needed to ensure all required procurement of goods and services are well planned and comply with DAI and USAID regulations
Provides operations and logistic support on PANI stakeholder events. If required, manage (organize) Paani’s events such as meeting, workshop, training, etc. directly
Work closely with Finance and Administration Manager to readily provide procurement spending details for internal DAI and external USAID reporting.
Support the PANI Grants team in any grants related procurement.
Supervise the Procurement Officers (Kathmandu and Nepalgunj).
Other duties as assigned by Chief of Party and Senior Operations Manager.
